SESAR.IR-VLD.Wave1-13-2015: Trajectory Based Free Routing
Specific Challenge:Airspace users (AUs) should have the possibility to plan flight trajectories without reference to a fixed route network or published directs within high & very high-complexity environments. This would provide the AUs with significant opportunities to optimise the impacted flights in line with their individual operator business needs or mission requirements. Controller workload associated with individual trajectory interactions is anticipated to increase within a non-published route airspace environment. A full advanced controller tool set will be required. Demand & Capacity Balancing in both the planning and execution phases will have to evolve to manage the more dynamic environment including Integrated Network Management, extended ATC Planning and Airspace Management processes. Flight Operation Centres (FOC) systems will also need to be developed and integrated with SWIM Infrastructure allowing all Airspace Users to plan and execute the most efficient trajectory. Non-mainline aircraft requirements need to be taken into consideration.

Scope:The project “Trajectory Based Free Routing” aims at delivering the following SESAR Solutions:

Optimized traffic management to enable Free Routing in high and very high complexity environments: airspace users should be able to plan flight trajectories without reference to a fixed route network or published directs within high & very high-complexity environments so they can optimise their associated flights in line with their individual operator business needs or military requirements.

Management of Performance Based Free Routing: application of Free Routing Airspace (FRA) to make available free routing for airspace users below FL310.


Expected Impact: Improved Predictability: By enabling AUs to plan and fly a trajectory closer to their business needs, Free Routing will improve predictability.

Improved Environmental Sustainability / Flight Efficiency: An enlarged FRA will directly lead to improved fuel efficiency and business/mission effectiveness. Lower fuel consumption for an aircraft in pre-departure & flight phase will allow increasing flight efficiency. Improved Access and Equity including BA/GA and rotorcraft: making Free Route available in high and very high complexity environment will allow operating Free Route at lower levels and enabling access to a larger number of aircraft type En-Route Capacity and safety maintained or improved. As flexibility of airspace is predicted, and availability of airspace is constantly updated, more flights can be handled, and throughput of airspace is increased. Therefore cost effectiveness is increased. Human performance: The Solution will increase significantly positive cockpit crew performance, reducing their fatigue, but also may decrease abilities of ATC services due to the fact of higher workload.

Personnel costs.
Los costes de personal subvencionables cubren las horas de trabajo efectivo de las personas directamente dedicadas a la ejecución de la acción. Los propietarios de pequeñas y medianas empresas que no perciban salario y otras personas físicas que no perciban salario podrán imputar los costes de personal sobre la base de una escala de costes unitarios
Purchase costs.
Los otros costes directos se dividen en los siguientes apartados: Viajes, amortizaciones, equipamiento y otros bienes y servicios. Se financia la amortización de equipos, permitiendo incluir la amortización de equipos adquiridos antes del proyecto si se registra durante su ejecución. En el apartado de otros bienes y servicios se incluyen los diferentes bienes y servicios comprados por los beneficiarios a proveedores externos para poder llevar a cabo sus tareas
Subcontracting costs.
La subcontratación en ayudas europeas no debe tratarse del core de actividades de I+D del proyecto. El contratista debe ser seleccionado por el beneficiario de acuerdo con el principio de mejor relación calidad-precio bajo las condiciones de transparencia e igualdad (en ningún caso consistirá en solicitar menos de 3 ofertas). En el caso de entidades públicas, para la subcontratación se deberán de seguir las leyes que rijan en el país al que pertenezca el contratante

Madurez tecnológica: La tramitación de esta ayuda requiere de un nivel tecnológico mínimo en el proyecto de TRL 5:. Los elementos básicos de la innovación son integrados de manera que la configuración final es similar a su aplicación final, es decir que está listo para ser usado en la simulación de un entorno real. They set out the purpose and scope of the IR/VLD Call for Proposals and describe the activities that will be implemented via the resulting Grant Agreements as well as the conditions for participation and award.
The purpose of this procedure is to award a maximum of 28 (twenty eight) Grant Agreements (GAs), one per “Topic”. This is the relevant model agreement: SJU Model Grant Agreement (MGA).
