Specific Challenge:Performance requirements for Communication, Navigation and Surveillance (CNS) systems are becoming increasingly complex and demanding considering convergence towards a common infrastructure, and a unified concept of operations (CONOPS) across the different (COM, NAV and SURV) domains.

The project activities will aim at enforcing the new technical capabilities to fully meet the requirements derived from operational needs, taking into account the new emerging CNS technologies.

Civil military CNS interoperability aspects and technology convergence will aim to focus on surveillance and mission trajectory information exchange in relation with the SWIM services.


Scope:Communication, Navigation and Surveillance domains are viewed both independently and, given increasing reliance on common infrastructure, as an integrated CNS domain.

Communication domain solutions:

Future Communication Infrastructure (FCI) Terrestrial Data Link: L-DACS (L-band digital aeronautical communications system) and digital voice.

Future Satellite Communications Data link: SATCOM / ESA Iris;

Communication domain solutions:

Future Communication Infrastructure (FCI) Terrestrial Data Link: L-DACS (L-band digital aeronautical communications system) and digital voice.

Future Satellite Communications Data link: SATCOM / ESA Iris;

FCI Network Technologies incl. voice solution and military interfacing;

Development of new services similar to Flight Information System-Broadcast (FIS-B) to support Automatic Dependent Surveillance - Broadcast (ADS-B) solutions for General Aviation;

Completion of AeroMACS development.

Navigation domain solutions:

Multi Constellation / Multi Frequency (MC/MF) GNSS: Standardization developments for multi-constellation GNSS;

Alternative Position, Navigation and Timing (A-PNT): DME, IRS hybridization, Multilateration, LDACS, Mode N, etc. or their combinations.

Surveillance domain solutions:

Surveillance Performance Monitoring notably for new surveillance systems (WAM, MSPSR, ICNS, space-based ADS-B);

New use and evolution of Cooperative and Non-Cooperative Surveillance.

Integrated CNS domain solutions:

CNS environment evolution, CNS avionics integration, CNS ground segment integration.

The project will make sure that GA/R and Remotely Piloted Aircraft Systems (RPAS) needs are integrated within the CNS solutions development.


Expected Impact:The following primary impacts are expected: efficiency, capacity, safety, and cost effectiveness. More generally the CNS improvements will result in a change in the current CONOPS.

Personnel costs.
Los costes de personal subvencionables cubren las horas de trabajo efectivo de las personas directamente dedicadas a la ejecución de la acción. Los propietarios de pequeñas y medianas empresas que no perciban salario y otras personas físicas que no perciban salario podrán imputar los costes de personal sobre la base de una escala de costes unitarios
Purchase costs.
Los otros costes directos se dividen en los siguientes apartados: Viajes, amortizaciones, equipamiento y otros bienes y servicios. Se financia la amortización de equipos, permitiendo incluir la amortización de equipos adquiridos antes del proyecto si se registra durante su ejecución. Subcontracting costs.
La subcontratación en ayudas europeas no debe tratarse del core de actividades de I+D del proyecto. El contratista debe ser seleccionado por el beneficiario de acuerdo con el principio de mejor relación calidad-precio bajo las condiciones de transparencia e igualdad (en ningún caso consistirá en solicitar menos de 3 ofertas). En el caso de entidades públicas, para la subcontratación se deberán de seguir las leyes que rijan en el país al que pertenezca el contratante

The SJU is launching a Call for Proposals under H2020 restricted to its candidate members (c.f.: eligibility conditions below) with a view to implement “SESAR 2020 Transversal Activities”, “Industrial Research& Validation Activities” and “Very Large Scale Demonstration Activities”
Please read carefully all provisions below before the preparation of your application. The key reference documents for this Call for Proposal are the amended SJU Work Programme 2015 and SESAR 2020 Multi-Annual Work Programme. They set out the purpose and scope of the IR/VLD Call for Proposals and describe the activities that will be implemented via the resulting Grant Agreements as well as the conditions for participation and award.
The purpose of this procedure is to award a maximum of 28 (twenty eight) Grant Agreements (GAs), one per “Topic”. This is the relevant model agreement: SJU Model Grant Agreement (MGA). General guidance can be found in the Annotated Model Grant Agreement (AMGA). Please refer also to the SJU MGA Budget Amendment Process.
