Markku Lehtonen

I am an interdisciplinary social scientist, currently working in Barcelona, at the University Pompeu Fabra and the Universitat Autònoma de Barcelona. My current research project, PROMISES, draws on sociology of expectations to analyse nuclear-sector promises (esp. Small Modular Reactors in Canada, Finland, France, Sweden, and the UK). I also conduct research on sustainability competences in the education sector, as part of an EU-funded ECF4CLIM project. As part of my recent EU Marie Curie project on controversies over nuclear-sector megaprojects, I worked from May to September 2019 at the OECD Nuclear Energy Agency, examining the ways in which the NEA addresses problems associated with large projects in the nuclear sector. I hold a PhD in environmental economics (Université de Versailles, 2005) and an MSc in environmental studies (University of Helsinki 1994). My past and recent research has focused on the policies of radioactive waste management and nuclear energy especially in France, Finland, Sweden, and the UK. This research has covered topics such as public participation in radioactive waste management and nuclear policies; public acceptance and “Social Licence to Operate”; socioeconomic evaluation of the French radioactive waste disposal project, including the socioeconomic aspects of risk; the history of the French civilian nuclear sector; and the history of fast breeder reactor technology in the UK. My other research topics include the history and present of public participation in energy and environmental policy; policy evaluation and indicators (esp. their role in policymaking); biofuels (esp. the Brazilian ethanol fuel programme); and the role of international organisations especially in environmental and energy policies. I have conducted interview fieldwork in the native language of the interviewees in France, Brazil, Finland, Sweden, and the UK. I am a co-editor of a recent volume (West Virginia University Press, Dec 2021) based on the findings of the recently completed EU Horizon 2020 funded HoNESt project (History of Nuclear Energy and Society), which analysed the nuclear/society interaction in 19 European countries and the US. Since March 2023, I've been associate editor in the journal Progress in Nuclear Energy, responsible for social-science manuscripts.
