MONITORING THE EARTH IS AN ESSENTIAL PRACTICE TO FOLLOW UP CATASTROPHES (E.G., FIRES, EARTHQUAKES, OR FLOODS), TO ANALYSE AGRO-ECOLOGICAL PROCESSES, OR TO EVALUATE PUBLIC POLICIES LIKE THE COMMON AGRICULTURAL POLICY. THE PURPOSE OF THIS PROPOSAL IS TO CREATE AN AUTOMATIC IMAGE PROCESSING PLATFORM TO IMPROVE THE QUALITY OF IMAGES CAPTURED BY MULTISPECTRAL SATELLITES. THE PLATFORM WILL USE STATISTICAL ALGORITHMS DEVELOPED BY THE SPATIAL STATISTICS GROUP UNDER THE PROJECT MTM2017-82553-R TO CREATE A REPOSITORY OF SATELLITE IMAGES WITH BETTER SPATIAL AND TEMPORAL RESOLUTIONS. THESE ALGORITHMS ARE DESIGNED TO DEAL WITH THE PRESENCE OF CLOUDS AND MISSING VALUES. THE PROJECT WILL PRESENT A PROOF OF CONCEPT USING AS PRELIMINARY DATA SOURCES IMAGES FROM MODIS AND LANDSAT. MODIS IMAGES HAVE A DAILY TEMPORAL RESOLUTION, BUT A COARSER SPATIAL RESOLUTION, WHILE LANDSAT IMAGES HAVE HIGHER SPATIAL RESOLUTION BUT COARSER TEMPORAL RESOLUTION. THE RESULTING IMAGES WILL INTEGRATE THE BEST FEATURES OF EACH SATELLITE, I.E., FROM MODIS THEY WILL GET THE TEMPORAL RESOLUTION (DAILY) AND FROM LANDSAT THE SPATIAL RESOLUTION (30M). THE ENVISAGED PLATFORM WILL WORK AT TILE SCALE, IN AN ELASTIC AND SCALABLE ENVIRONMENT THAT CAN BE DEPLOYED IN THE CLOUD. THIS PROOF OF CONCEPT WILL BE ABLE TO PROCESS SATELLITE IMAGES ON DEMAND, PROCESS THEM EFFICIENTLY AND MAKE THEM ACCESSIBLE TO COMPANIES AND ORGANISATIONS. SOME OF THE MOST USED INDEXES TO MONITOR SPAIN WILL BE AVAILABLE SUCH AS NDVI, LST, EVI, NBR2 OR MSAVI2.
